National Occupational Standard Skills (NOSS)

  • A National Occupational Skills Standard (NOSS) is a document that identifies the competency level required of a skilled employee employed in Malaysia in a specific field.
  •  
  • It also defines the level of employment and the path of skill acquirement necessary to achieve said competency.
  •  
  • The Department of Skills Development (DSD) under the Ministry of Human Resources (MoHR) is responsible for coordinating, implementing, promoting and governing the NOSS based upskilling programs as well as relevant NOSS certifications – Sijil Kemahiran Malaysia (SKM) Levels 1 – 5.

  • CCPS has actively participated in the development and successful submission and gazetting of the following NOSS to date:
  •  
  •        1. Networking Technologies NOSS (E-042-4:2014) Level 4
  •        2. Cyber Security Penetration Testing & Assessment (J620-001-5:2019) Level 5
  •  
  • Many CCPS members and their recommended Subject Matter Experts (SMEs) were involved in the development of both NOSS. This ensured that viable, current expertise coupled with strategic insight into talent requirements were included in the development process and eventually into the final gazetted version.

  • It is worth noting that the Networking Technologies NOSS is aligned with pre existing National Competency Standards (NCS) – both CIPA and CIPE, which covers developing and measuring skills in “computer networking” and has been tremendously successful with over 5000 working professionals certified.

  • All NOSS development efforts will contain alignments back to CCPS PCF and its competency modules. This is to ensure cohesive overlaps and reduced redundancies in efforts in the talent development space.
