National Occupational Skills Standard (NOSS)

A National Occupational Skills Standard (NOSS) is a document that stipulates the required competency level expected of a skilled employee who is employed in Malaysia in a specific field; it also defines the level of employment and the path required to achieve the stated competency level. The Department of Skills Development (Jabatan Pembangunan Kemahiran) is responsible for coordinating and promoting skills based training programs and skills based career development. One of their roles is in the coordination and development of NOSS.

We have recently submitted the Level 4 National Occupational Skills Standard (NOSS) “Information Networking” to MoHR/DSD for approval. This NOSS aligns with the existing CIPA and CIPE National Competency Standards which cover developing and measuring skills in “computer networking” and has been tremendously successful with over 3,000 certified individuals.

In addition, the proposed NOSS also covers “Network Security” and “IPv6 (the new internet)” which are essential areas for many IT technical disciplines.

Many CCPS members provided input for this last year and we appreciate this assistance. We believe that this proposed NOSS will be very useful as an industry benchmark of skills capabilities in “information networking”. Please let us know if you need further information on this.

This Information Networking NOSS (proposed):

  • In addition to technical skills, this proposed NOSS is designed to promote the building of confidence and transferable skills in critical thinking, problem solving and troubleshooting in a practical manner.
  • Is important for Human Capital Development & Management since it is used for the development of suitably skilled technical personnel, benchmarking of staff, organisational succession planning and objective performance appraisal. It can also be used for improving staff retention, employee engagement and providing staff with a career roadmap
  • Is in line with the broad goals of Malaysia's Economic Transformation Programme in “Propelling Malaysia Towards Becoming A High-income Developed Nation.”
  • Supports Critical National Information Infrastructure (CNII) by developing skills requirements and ensuring personnel meet a minimum level of proficiency
